The Human Factor Onboard

The Maritime Labour Convention, 2006

“Seafarers have human rights too” was the headline of a commentary on the International Labour Organization (ILO) convention when it was passed.  The Maritime Labour Convention, 2006 (MLC) sets an objective benchmark for decent working and living conditions for seafarers.

When does the MLC, 2006 enter into force? How does it affect shipowners, shipmanagers and yards? Which ship does it apply to? The ILO CERT product family has all the answers. Which one is right for you?

ILO CERT
GL offers a comprehensive all-round package through its ILO CERT service. First GL will arrange an initial meeting to illuminate what the process involves and determine how well a company is prepared for MLC, 2006 (for more detailed product info see also GL - FAQs and the ILO CERT Flyer).

ILO ACCOM
Geared towards shipyards, this service provides two tailored solutions: ILO 92 / 133, which is an existing standard to ensure compliance of crew accomodation if required by the Flag State; MLC APPROVAL which ensures compliance of crew accommodation with the upcoming MLC 2006.

MLC TRAINING
In addition to the certification programme, we offer international workshops and seminars to help ship owners and managers understand the regulations of the Convention, as well as implementing its requirements. Please visit the GL Academy homepage to find out more: http://www.glacademy.com/.

MLC ANALYSER
This service is tailored to the needs of ship managers and comprises two important MLC evaluation procedures: SELF-ASSESSMENT, the self assessment tool is a paper checklist provided by GL so that you are able to assess your ships' compliance; GAP ANALYSIS, a shipboard inspection by specially trained ML Inspectors to determine the present status (best practice).

MLC PRE CERT (GL authorised by Marshall Islands)
Geared at shipowners and managers, the MLC PRE CERT is a voluntary statement of compliance that guarantees transfer to the Maritime Labour Certificate. It involves the ship manager's preparation of DMLC II, his application for the Flag State's DMLC I, reviews and inspections by GL and an MLC Statement of Compliance issued by GL.

MLC NOISE & VIBRATION
N&V PRE-CHECK evaluates the likelihood of noise & vibration compliance with MLC. Preventive action is initiated at an early design stage to avoid costly anti-noise and anti-vibration measures during or after construction. N&V CERTIFICATION assesses your MLC compliance in relation to noise and vibration.  It provides standardised measurement procedures in combination with an assessment of noise and vibration levels measured against limit values as provided by MLC or Flag States.

MLC CREWING
Is a product that focuses on requirements of the Maritime Labour Convention, 2006 particular addressing crew managers, crewing and manning agencies and the successful implementation of these requirements.  MLC CREWING offers a certification based on the GL’s developed ‘Standard for the Approval of Recruitment and Placement Services’.  A Certificate of Approval confirming crew managers, crewing and manning agencies compliance with MLC 2006 requirements will be issued upon satisfactory document review following a satisfactory on side verification of the implementation and effectiveness of the company’s quality management system.

These services can ideally be combined to provide a comprehensive planning, preparation, implementation and monitoring package for your MLC 2006 certification.
