Seminar for Tanker Operators at Germanischer Lloyd: “Application of Risk Assessment in TMSA”

Hamburg, 16 December 2005 – Tanker shipping is to become safer. Tanker shipowners have committed themselves to examining operational procedures more strongly than ever before with regard to their relevance to safety. To further enhance the standard of safety management for tankers, the tanker owner interest group “Oil Companies International Marine Forum (OCIMF)” has developed the “Tanker Management and Self Assessment (TMSA)” programme. In this connection, the seminar “Application of Risk Assessment in TMSA” held on 15 and 16 December at Germanischer Lloyd provided an introduction to selected qualitative methods of hazard identification and risk assessment. This topic forms part of “Tanker Management and Self Assessment” complex.

The requirements of TMSA will be mandatory for all tanker operators chartering ships to members of the OCIMF. Implementation of the TMSA requirements must be completed by mid-2006. Besides increasing the safety standard, it is expected that TMSA will also reduce the number of vetting inspections.

The seminar kicks off with an overview of the TMSA process. The dangers associated with tanker transport are identified and analysed on a statistical basis. The main part of the course addresses qualitative methods for formal hazard identification and risk assessment as well as useful background information. The individual steps along the way from hazard identification to risk assessment are explained in detail.
